How do I fix my toilet's Stop Valve?

Here's a little background: After my toilet's ballcock broke (I think it was 10+ years old), I decided to make it a DIY project. I purchased a new one, and attempted to install it. Since the metal pipe that connects the water supply to the tank was old and rusted, I replaced it, too. After I installed it, checked to make sure everything was properly tightened, I loosened the stop valve for water to allow the water to run. It did for a little and I think I may have loosened it too much because water stopped coming out. It's not leaking and I can tighten/loosen it but now I can't get the water to come out. Is there some kind of auto stop function on it? It's a very standard toilet in a home. Any help appreciated. Don't want to call a plumber for something I'm sure is simple.
Sorry, I forgot to mention, the stop valve is the same. It's not a different one. The only things changed were the inside of the tank's ballcock and the tube that supplies the water from the valve to the tank.

From what you are saying, it sounds like sediment, rust and debris has clogged the new stop valve. Turn the valveoff. Disconnect supply line at tank base and if line is flexible, point it into a bucket and gently turn on the valve. If you have a Fluidmaster valve in the tank-even easier. Turn off water at the supply valve, remove the top part of the fluidmaster, leaving the base shaft in place in the tank. Gently turn on water and let it run toflush debris from the line. Tap the fliudmaster top on a surface to dislodge debris in the fluid master. Re-assemble and test.
