Mogul socket light bulb question?

I recently purchased a 65w mogul socket lightbulb, a standard replacement socket, a socket enlarger (standard to mogul), and a replacement lamp cord. I soldered the cord to the wires on the standard socket, screwed in the standard to mogul enlarger, and screwed in the bulb, plugged it in and no light I know the socket and enlarger work because a tried a standard bulb in both. My question is why the mogul bulb doesnt work. I purchased it new yesterday, so is it possible that its just a bad bulb? Or is it a problem with this type of enlarger and the type of mogul bulb?

it appears that the mogul base flouresent lamp needs a ballast in order for it to operate, the standard bulb {im guessing incadescent} does not need a ballast .
