How to use a compression fitting question, what is this little insert that came with the fitting?

Inside the nut there is a sleeve(that fits over the pipe/tube) but there also is a little insert that is smaller the 3/8 size of my tube that came with the compression fitting. Here is a picture of what the little insert looks like i found on google(It fits between the compression fitting and the nut sticking of out the end that the pipe would go into. This would restrict the flow at point of the connection. Is it needed? I will be using this fitting on a transmission hard line, but i though the question should be placed in the section

The insert is what compresses the pipe and holds the fluid inside. I will not work properly without the insert.
