Electric hot water tanks?

Do you really need a vent valve on the Cold Water side of the heater tank ? Whenever I wanted to drain my old one I would Shut Off the cold water supply hook up the hose and opened the relief valve to drain the tank. Why do we need an automatic vent?
This has a pressure relief on it from the factoryThis is not a relief valve. A plumber told me to get a vacuum valve for the cold water side and make sure it is between the tank and shutoff. I looked at my neighbors and he has a new tank with one on it. This is not a relief valve.

The auto vent I believe that your talking about is on the hot side. Its a safety system in case the high limit switch fails and water becomes overheated. So as the tank doesn't burst.
Ok Ive read your update and I believe that is what they call a back flow valve preventing backflow from the tank into the water line if the water needs to be shut off at the street.
